Updates for you:
This Sunday.
The youth group is going on the Sierra Service Project trip July 26-Aug 2. We (parents and youth) are holding a bake sale fundraiser for SSP thisSunday, July 12, in between services and after the second service. Please come and buy some baked goods, or just offer a donation.
Sunday the 19th:
The Filipino Community of Hope United Methodist Church is hosting a Lunch at Noon, Sunday, July 19. Please donate generously as this is also a fund-raiser for the whole church project, “Imagine No Malaria”!

The DISCIPLE Bible Study is an in-depth study of Scripture.  Through DISCIPLE, persons are strengthened in their faith and guided into service and ministry.

2015 California-Pacific Annual Conference Layperson Report

THURSDAY, JUNE 18, 2015
Plenary Session #1
The day began at 8:30a in the Chapel with music and worship.  The message was presented by Dr. George Tinker, a Professor of American Indian Cultures and Religious Traditions with Iliff School of Theology in Denver, CO.  The tone to the service was in keeping with the theme of this year’s Conference, “Judgment, Justice, Joy.”
Clergy & Laity Sessions
Following a mid-morning break, Clergy reconvened in the Chapel for the Clergy Executive Session and the Lay representatives met in Orton Center for the Laity Session which provided an orientation to the proper procedures for the upcoming Sessions as well as introduction of Conference Lay Leaders.  The Session concluded with a robust message from Rev. Demetrio Beach with the Upper New York Conference of the United Methodist Church.
Plenary Session #2
Following a lunch break the 2nd Plenary Session began.  During this session Bishop Minerva Carcaño gave her Episcopal Address followed by the Laity Address by Conference Lay Leaders Phil and Connee Freeman.  The remainder of the session included presentations on:

Congregational Loan and Rules and Structure Task Forces
Essential Ministry Teams (EMT) Composite Report
Imagine No Malaria Update
Honoring Our Retired Clergy
Council on Financial Resources Report and 2016 Budget Presentation
Remembering those who have gone before us
During these presentations specific recommendations were reviewed and voted on by the body.  These included formation of a strategic communications plan, various recommendations by the Rules and Structure Task Force, and the sale of Camp Arroyo Grande.
During the Imagine No Malaria Update, Bishop Carcaño was presented with a check for $200,000 from First UMC of San Diego.  It was announced that we have met a little over $800,000 of our $3,000,000 goal, and that the deadline for the program has been extended to April 2016.
Laity Dinner
During the Laity Dinner the Laity Council introduced the Lay Persons of the Year:

Lay Woman of the Year – Donna Johnson
Lay Man of the Year – John Camphouse
The guest speaker was Dawn Marie Lemonds who’s message on human trafficking was titled, “Modern Day Slavery—Where do Methodists fit in the Abolitionist Movement?”
FRIDAY, JUNE 19, 2015
Plenary Session #3
Dr. Tinker was again the featured speaker during morning worship. Following the message, the rest of the morning was a series of committee reports and presentations including:

Legislation Orientation
During the Board of Ordained Ministry report the candidates for ordination were introduced to the Conference; four for provisional membership, ten as elders in full connection, and one as elder in full connection transferring from deacon.  During this introduction Bishop Carcaño asked the candidates Joh Wesley’s historic questions found in the Book of Discipline.  This tradition has taken place since the beginning of Methodism.
Bishop Carcaño also introduced those pastors who were transferring to California-Pacific Annual Conference (Cal-Pac) from other annual conferences and denominations.  The other conferences included Rocky Mountain, Eastern Pennsylvania, Virginia, Manila Episcopal Area in the Philippines, and the Chinese Annual Conference in Malaysia.  The transfer from another denomination was from the Presbyterian Church.
Legislative Sections
Members of the Conference were each assigned to one of seven Legislative Section meetings.  At these meetings proposed recommendations, resolutions and rules changes were reviewed and voting was done for concurrence or non-concurrence.  Proposals that received a majority vote of 80% or greater, one way or the other, were then placed on the Consent Calendar to be voted on at a plenary session the following day.  Those that did not receive a majority were sent back to the body with no recommendation.

Following a lunch break the 4th Plenary Session began.  Committee reports and presentations continued during this session.  The topics included:

Honoring Our Retiring Clergy
The presentations describing the proposed changes in health care for retired pastors sparked a considerable number of questions, as did the information presented on equitable compensation.
The most entertaining moment came during the Cabinet Report when our own District Superintendent, John Farley, joined the praise band on stage and lead the Conference in sharing our Cal-Pac vision statement in song.  The most inspiring moment was the report on new programs and growth in churches that were struggling, and close to closing that have turned thing around and are now thriving.  Exodus UMC (formerly Christ UMC), here in San Diego, was featured in this report; a Certificate of Charter was presented to their leadership by Bishop Carcaño.
District Gatherings
During the gather for the South District, Superintendent Farley:
presented certificates to those churches that paid 100% of their apportionment
announced changes to clergy appointments
recognized those pastors that are retiring
identified new committee appointments
presented the outgoing District Lay Leader with a parting gift and welcomed her replacement.
SATURDAY, JUNE 20, 2015
Plenary Session #5
Dr. Tinker was again the featured speaker during morning worship.  The service also included a baptism by Bishop Carcaño in which the baby delighted everyone by wanting to play in the water after being baptized.  
Following the message, the business of the Conference continued.  Representatives from several seminaries spoke to the Conference and each offered their commitment to be in partnership with Cal-Pac. There was also a Native American panel that included a person of Hawaiian descent.  One speaker spoke on the Indian community’s objection to the canonization Junipero Serra, and the Hawaiian speaker spoke of the overthrow of the monarchy of Queen Liliuokalani which ultimately led to Hawaii becoming part of the United States.
The Consent Calendar was put before the Conference for consideration on the recommendations, resolutions and rules changes which were recommended for concurrence or non-concurrence during the Legislative Sections the day before.  Most were agreed upon.
The Board of Pension and Health Benefits brought their proposed change to health care for retirees, their families, and surviving spouses to the Conference for approval; moving from a health care plan to a program of funding health reimbursement accounts.  There was considerable discussion but the proposal was ultimately approved. 
UMW Luncheon
The featured speaker at the UMW Luncheon was Betty Burkitt Lopez from First United Methodist Church of Torrance.  Betty spoke on her life long journey as a Methodist Woman, beginning with her attendance as a young girl at meetings with her grandmother.  She also told of the creation of Emma Circle at her church which is a group of young ladies who are learning what it means to participate in mission work.
Information was presented on Legacy 150, a program established to celebrate the 150th anniversary of United Methodist Women in 2019. The program includes a legacy fund endowment which will lay the financial foundation for future generations of United Methodist Women.  It also includes a call for women to be a part of the living timeline of UMW by sharing their personal journey stories.
Information was also presented on the Mission U 2015 event, happening this summer.  Mission U is an opportunity to study current issues impacting society based on recent mission study topics.  It’s open to members and non-members of United Methodist Women.

Following a lunch break the 6th Plenary Session began.  Committee reports and presentations continued during this session.  The topics included:

Honoring Our Retiring Clergy
The proposed 2016 Apportionment Budget was brought before the Conference for a vote.  Following discussion and comments a vote was taken.  The budget was approved.
As part of the Legislative Actions, items that were not included on the Consent Calendar were presented and voted on.  They included one rule and nine resolutions. There was spirited debate regarding these actions and two recommendations were tabled briefly for further discussion off-line, and then re-presented to the body with amended language.  Bishop Carcaño was very effective in keeping harmony and respect between the differing sides at the heart of each issue.
Three of the most debated recommendations were:
Resolution 15-9: A resolution calling on Cal-Pac to petition General Conference to revise the Book of Discipline regarding the moral standards of clergy with respect to sexual orientation or gender identity of the clergy person.
Resolution 15-10: A resolution calling on Cal-Pac to petition General Conference to remove the restrictive language regarding same-sex marriage from the Book of Discipline.
Resolution 15-11: A resolution that members of Cal-Pac affirm that we intend to be a Reconciling Annual Conference, meaning that we commit ourselves to welcome persons of all sexual orientations as “persons of sacred worth” into the life of the church.  Also that we commit ourselves to work at building bridges of understanding and trust between persons who have been divided on the issue, and that an LGBTQ taskforce be formed as an EMT to facilitate outreach to and encourage dialog with the LGBTQ community.
Each of these recommendations were approved with amended language that made it clear that not every agreed with the recommendation but that we stood united as a Conference.
