CJR Recognized on the floor of the U.S. House of Representatives
The CJR was honored by Texas Representative Ted Poe from the U.S. House of Representatives on June 7th. The proclamation recognized the CJR for the HT-RADAR conference on May 23 and also acknowledged community leaders Ebony Jones and Armand King. The recognition was read on the floor of the House of Representatives on June 7th.
Churches Against Trafficking Meeting - This Thursday!
Join Churches Against Trafficking this Thursday, June 21st for a conversation about demand and sex trafficking - who is buying sex and why? We will have a panel of community experts from the Bilateral Safety Corridor Coalition, Point Loma Nazarene University's Center for Justice & Reconciliation and Project Concern International.
While a difficult and often avoided topic, the Church must start addressing this side of the issue. Statistics say that 8 out of 10 men are hit with a pornographic image at least once a day, and research shows that both victims and buyers are found in our church communities.

  • Human Trafficking Community Collaboration 
Regional Task Force coordinates community efforts
A task force of San Diego leaders is responsible for the regional collaborative effort to combat human trafficking in our community. The goal of the San Diego Human Trafficking Advisory Council is to implement a holistic, countywide approach integrating the Four P’s Model of the U.S. Department of Justice: Prevention, Protection, Prosecution and Partnerships. It focuses on identifying best practices and promising trends addressing the root causes of trafficking and exploitation, advancing public policy, standardizing training and protocols, and enhancing victim services by creating an optimized, seamless service delivery system.
CJR Director, Dr. Jamie Gates, co-chairs the Research and Data Subcommittee and CJR staff Bernadette Winter- Villaluz, Kim Berry Jones and Michelle Shoemaker all support the work of the Council through a variety of efforts.
San Diego County was among the first communities nationwide to respond to human trafficking, and has set a high standard for collaboratively combating human trafficking. Some of the accomplishments of the Council include:
  • Investigation: Centralized effort to examine trafficking and associated crimes including “John” and trafficking stings
  • Rapid Response Protocol: Use of a universal screening tool for identification, placement, and service delivery between law enforcement and child sexual exploitation victims.
  • Awareness Training: County departments and community partners receive ongoing training in meeting the psychosocial needs of victims and proper reporting mechanisms for reporting suspected and known victims to Child Abuse Neglect Hotline.
