As district assembly season is rapidly approaching for the USA/Canada region, our representatives are gearing up to attend over 30 assemblies all over the country this summer.
It is an exhausting process, but worthwhile because of the connections we make and the people we meet. We have the privilege of speaking to those who have been generous supporters of their church for decades and pastors who have had their church communities transformed because of these faithful givers. District assemblies are a unique gathering place because they bring together pastors and laypeople, united in doing the ministry of the Gospel.
This, friends, is the spirit of what the Foundation is all about: striving to connect faithful givers to the ministries that need their support. We help Nazarenes join together year-round in order to make an impact on the churches, ministries, schools, and organizations that God has laid on people's hearts. Those connections are priceless and help ensure that we will leave a legacy of generosity for future generations.

IRS Publishes 'Dirty Dozen' Tax Scams
As the tax filing season nears the February peak, the IRS this week published the full “Dirty Dozen” tax scams. In previous weeks, the IRS has published separate releases that describe specific tax scams.
The full “Dirty Dozen” include the following scams:
1. Identity Theft – Taxpayers should protect their Social Security Numbers. To avoid tax refund identity theft, they should release this information only as needed.
2. Phone Scams – There has been a surge of phone scams in the past year with callers impersonating IRS agents. The phone scammer may threaten you with police arrest, deportation and revocation of your driver’s license. The IRS will not call you about your tax return.
3. Phishing – A large number of new emails claiming to be from the IRS have appeared. Do not click on any link on an email that claims to be from the IRS. The link is likely to install “malware” on your computer and the scammer will attempt to acquire your banking and other financial information.
4. Return Preparer Fraud – Exercise care by working with reputable tax preparers. Review your return before it is submitted. Insist that the tax refund be sent to you, not to the tax preparer.
5. Offshore Tax Avoidance – The IRS has successfully pursued many taxpayers who are hiding income in Swiss or other foreign bank accounts. The Offshore Voluntary Disclosure Program (OVDP) enables many taxpayers to disclose their accounts and pay the appropriate penalty.
6. Inflated Refund – Do not sign a blank tax return. You also do not want to pay a fee that is calculated based upon a percentage of your refund.
7. Fake Charity – Some fake charities create names similar to reputable charities. You should only give to known and recognized charities. On www.irs.gov there are lists to show you the recognized charities so your gifts qualify for charitable deductions.
8. False Business Deductions – Be careful to file an accurate amount of your current income and your deductions. Do not overstate your business expenses.
9. Excessive Business Credits – There is a fuel tax credit for off-road use of vehicles by farmers and many contractors. Consumers do not qualify for this off-road tax credit.
10. False Income To Claim Credits – Do not invent income to qualify for the Earned Income Tax Credit (EITC).
11. Tax Shelter – Some individuals set up a “pure trust” or a “corporation sole.” Promoters claim these entities allow you to avoid all income tax payments. The IRS regularly stops these inappropriate tax avoidance schemes.
12. Frivolous Tax Arguments – The “U.S. is no longer on the gold standard” or “U.S. currency is not valid” claims are sometimes used to avoid payment of all tax. These claims could lead to a $5,000 penalty for filing a frivolous tax return.
IRS Commissioner John Koskinen stated, “We are working hard to protect taxpayers from identity theft and other scams this filing season. Taxpayers have rights and should not be frightened into providing personal information or money to someone over the phone or in an email.”
Online or Phone IRS support?
At a February 23 public forum, IRS Commissioner Koskinen and National Taxpayer Advocate Nina Olson discussed the future of IRS taxpayer service.
Koskinen outlined his vision for moving taxpayers forward in the use of online support tools. He suggested using online tools could resolve questions about the Earned Income Tax Credit or assist a small business person with explanation of tax payment deadlines. These online methods even could be used to assist a large business in an audit or tax examination. All of these tax challenges may be resolved through use of virtual communications.
Olson expressed concern with this goal. She stated, “Where I differ with the IRS’ hopes and expectations and assumptions is how much that will actually eliminate the need for people talking to the IRS, rather than being able to take care of their issues, cradle to grave, and have all of their needs met on an online account. The only way the IRS’ vision of the future works is if taxpayers will move to online services for most if not all of their needs.”
While Olson recognizes the IRS goal to move taxpayers from phone support to online methods, she compares the success of the banks in this area. There is a 2015 Federal Reserve study that indicated 72% of bank customers visit a bank branch each month. Olson noted that online banking has not eliminated the need to provide personal support. She continued, “We are not a bank. We can do terrible things to taxpayers without going to a judge.”
Koskinen countered that the IRS has serious budget issues that force a change. As a result of the lack of human resources, Koskinen suggests that the IRS does not “have enough people to answer the phones; we don’t have enough people to answer the correspondence.”
He is hopeful that there will be greater funding in the future. Koskinen notes, “To the extent that we can get the Congress comfortable that if they give us money for specific initiatives . . . they will have a better idea than maybe in the past of exactly what they are going to buy for that money.”
Olson concluded by urging the IRS to see “the reality of the taxpayer, rather than the ideal taxpayer.” She hopes that the IRS will continue to maintain a substantial level of personal phone support for taxpayers.

What will the market do this year? Perhaps the best answer is, "It will go up and down." Stock returns vary to a significant degree each year. However, long-term stock returns have been reasonably substantial.
Between 1990 and 2010, the average stock return was about 6%. While there was a very substantial increase during 1990-2000 and decreases during 2002 and 2008, the total return over two decades was approximately 6%.
Longer holding periods have generally resulted in higher total returns. The total stock return for seven decades between 1945 and 2015 was about 10%. Returns for long periods of time have paralleled this amount.
Because many stocks have increased in value over time, you may hold stocks with substantial appreciation. If you're considering a major gift or end-of-year gift, a gift of public company stock to charity provides two major benefits. First, there is a charitable deduction for the value of the stock. Second, the charity does not pay tax on the sale of the stock so you bypass the capital gain.
Two fairly common reasons for making a substantial gift of stock are that you may have sold an appreciated asset with a large capital gain or you have good income. If you have a large gain or substantial income, you may want to offset that gain or income with a charitable deduction through a gift of stock. Because you receive both the charitable deduction and a bypass of capital gains tax, there is a double benefit for your gift of stock.
Lisa Considers a Stock Gift
Lisa was considering a gift of stock. She had purchased stock 10 years ago in a well-known company with many retail stores. With the worldwide expansion of this company, the stock had increased from her original purchase price of $50,000 to a total of $100,000 in value.
Lisa decided to visit with CPA Susan about the potential gift.
Lisa: "Susan, I bought the stock years ago and earlier this year my broker suggested that I sell half of the stock. I sold $50,000 of the $100,000 of the stock. I still have $50,000 left."
Susan: "Under the IRS rules, Lisa, you are required to divide your $50,000 cost basis between the half you sold and the half that remains. That means that half of the gain or $25,000 is going to be reported as income this year. However, if you decide to give the other half to your favorite charity, you will receive a deduction for $50,000. The deduction is based on the value of the stock on the gift date. The IRS calls that value the mean between the high and low sale price on that day. In addition, you will save capital gains tax because you bypass the gain on the half that you've given to your favorite charity."
Lisa: "That sounds like a great plan. If I make that gift, I'll be able to benefit from a large tax deduction that will more than offset the tax on my gain. Plus, the charity won't have to pay the tax on my stock when it sells. Finally, my charity will enjoy a very nice major gift."
Bill has Good Income This Year
Another reason for making a stock gift is that you may have a very substantial income that could cause you to pay a large income tax. Bill had purchased stock in a company recommended by his son eight years ago. His son used a computer made by this company and said to his dad that this would be a good stock to own. During that eight-year time, Bill's $15,000 initial investment had grown to a value of $165,000. Bill also had a very good year with a large income and was talking to his CPA Tom about a charitable deduction.
Bill: "Tom, I had a great year this year and I have been thinking about making a charitable gift with my stock in the computer company. It has gone way up in value and now is worth $165,000. I could sure use that deduction."
Tom: "Yes, that would be the right property to give. You will be able to claim a large deduction. Because you have a high income this year, you can take the full write-off. Plus, by giving the stock you bypass the gain. If you later would like to take your tax savings and make another stock investment, that is perfectly fine."
Bill decided to make the gift. While there is a limit of a deduction in one year to 30% of Bill's adjusted gross income, he has a high income this year and is able to take the full charitable deduction.
How to Make a Stock Gift
Most stock is held in an account at a brokerage firm. Relatively few people now wish to hold the actual certificates in their safety deposit box. If you hold actual certificates, you may mail the certificate and a signed stock power in separate envelopes to the charity.
Because most stock is held by the brokerage firm, the stock is transferred directly from the account at the brokerage firm to an account for the charity. For any gift more than $250, the charity will issue a receipt. With that receipt and the information on the stock, CPA Susan and CPA Tom will include IRS Form 8283 with the tax returns for Lisa and Bill. The gift of stock will produce a large deduction that will save huge income taxes this year.

2016 Tax Filing Requirements for Retirees
What are the IRS income tax filing requirements going to be for this tax season? Due to health problems I stopped working early last year, so I'm wondering if I need to file.
There are a number of factors that affect whether or not you need to file a federal income tax return this year, including how much you earned in 2015, the source of your income, your age and your filing status.
Here's a rundown of this tax season's IRS filing requirements. For most people, it is pretty straightforward. If your 2015 gross income was below the threshold for your age and filing status, you probably won't have to file. However, if your gross income is over that threshold, then you will. Note that your gross income includes all taxable income. It does not include your Social Security benefits, unless you are married and filing separately. The thresholds are as follows:
Single: $10,300 ($11,850 if you're 65 or older by Jan. 1, 2016).
Married filing jointly: $20,600 ($21,850 if you or your spouse is 65 or older or $23,100 if you're both over 65).
Married filing separately: $4,000 at any age.
Head of household: $13,250 ($14,800 if age 65 or older).
Qualifying widow(er) with dependent child: $16,600 ($17,850 if age 65 or older).
To get a detailed breakdown on federal filing requirements, along with information on taxable and nontaxable income, call the IRS at 800-829-3676 and ask them to mail you a free copy of the "Tax Guide for Seniors" (publication 554), or see irs.gov/pub/irs-pdf/p554.pdf.
Special Requirements
There are some specific financial situations that will require you to file a tax return even if your gross income falls below the IRS filing requirement. For example, you'll probably need to file if you had earnings from self-employment in 2015 of $400 or more or if you owe any special taxes to the IRS such as alternative minimum tax or IRA tax penalties.
To help you figure this out, the IRS offers an interactive tax assistant tool on their website that asks a series of questions that will help you determine if you're required to file or if you should file because you're due a refund.
You can access this tool at irs.gov/filing and click on the "Do you need to file a return?" link. Additionally, you can get assistance over the phone by calling the IRS helpline at 800-829-1040 or get face-to-face help at a Taxpayer Assistance Center. Check Your State
Even if you're not required to file a federal tax return this year, don't assume that you're also excused from filing state income taxes. The rules for your state might be very different from the federal rules. Check with your state tax agency before concluding that you're entirely in the clear. Tax Prep Assistance
If you find that you do need to file a tax return this year, you can get help through the IRS sponsored Tax Counseling for the Elderly (TCE) program. TCE provides free tax preparation and counseling to middle and low-income taxpayers who are age 60 or older. Call 800-906-9887 or visit irs.treasury.gov/freetaxprep to locate a service near you.
Also check with AARP, a participant in the TCE program. The AARP provides free tax preparation at more than 5,000 sites nationwide. To locate an AARP Tax-Aide site call 888-227-7669 or visit aarp.org/findtaxhelp. You don't have to be an AARP member to use this service.

We heard about a Charitable Remainder Unitrust with the Nazarene Foundation and discovered that it was the perfect solution to our problem. We saved about $36,000 in capital gains tax and almost $18,000 in income taxes."
Lynn: "Plus, we increased our income. The land was producing almost no income before. Now, we receive over $12,000 in income each year. What really makes us happy, though, is that when we no longer need our trust, all of the rest of the income from our land will go straight to the ministry that we love so much."

Stocks - Target Revenues Miss The Mark
Target Revenues Miss The Mark
Target Corporation (TGT) released its quarterly earnings on Wednesday, February 24. The company reported strong online sales numbers.
Revenue for the quarter was $21.6 billion, down 0.6% from the same period last year. The company noted that the sale of its pharmacy business to CVS reduced revenue by approximately $550 million.
"With traffic growing for five consecutive quarters and our signature categories of Style, Baby, Kids and Wellness leading our growth, Target's results demonstrate that we are focused on the right strategic priorities," said Target chairman and CEO Brian Cornell. "While we have made a great deal of progress in 2015, we are excited about the opportunity in front of us to provide a more seamless experience and accelerate profitable growth."
The company reported net income of $1.4 billion, or $2.33 per share. During the same period last year the company reported a loss of $2.6 billion, or $4.14 per share.
Target reported an increase in comparable store sales of 1.9% for the quarter. Online sales made up 5% of the company's total sales for the quarter, up 37% from the previous quarter. It appears that Target's online promotions were popular among consumers during the holiday season, along with its limited time offer of free shipping with no minimum purchase amount.
Target Corporation (TGT) shares ended the week at $78.43, up 8% for the week.
Fitbit Reports Earnings
Fitbit Inc. (FIT) reported its quarterly earnings on Monday, February 22. The company reported increases in both sales and profits from the prior year.
The fitness tracking company reported revenue of $712 million. This is up from $370 million during the same quarter last year.
"We believe we are beginning 2016 with strong customer engagement and retention, an accelerating pace of innovation and competitive differentiation, a foundation of significant revenue growth and profitability in 2015," said Fitbit CEO James Park. "I am very optimistic about our growth opportunities and long-term vision as a broader digital health company."
Fitbit reported net income of $87.4 million for the quarter, or $0.35 per share. This is up from $43.8 million or $0.21 per share during the same quarter last year.
Fitbit is preparing for the launch of its latest device, the Fitbit Blaze, on March 1. The company is positioning the product as a "smart fitness watch," with more functionality than a traditional fitness wearable, yet lower-priced than a typical smartwatch. With this latest addition to its product line, Fitbit continues to ride the wave of wearable fitness tracking innovation.
Fitbit Inc. (FIT) shares ended the week at $12.15, down 24% for the week.
Papa John's Results Mixed
Papa John's International, Inc. (PZZA) reported quarterly earnings on Tuesday, February 23. The pizza chain reported lower revenue but higher profit from the prior year's quarter.
Revenue was $416.8 million for the quarter, down 2% from the same quarter last year.
"I'd like to congratulate our entire team for making 2015 another great year for the Papa John's brand," said company founder and CEO John Schnatter. "From continued improvements to our product, to digital innovations, to growing our international footprint - all while again growing EPS nearly 20% and running strong positive comp sales - this year has left us tremendously well-positioned entering 2016."
The company reported net income of $24.7 million, up 16.6% from the same quarter last year. Earnings per share were $0.62, up from $0.52 during the prior year's quarter.
Papa John's, which boasts of "better ingredients, better pizza" had a strong quarter to end the year. Comparable store sales in the U.S. rose by 3.4% for the quarter and 5.9% for the full year. The company produced growth in global restaurant sales of 5.7% for the quarter and 7.8% for the full year.
Papa John's International, Inc. (PZZA) shares ended the week at $61.07, up 17% for the week.
The Dow started the week of 2/22 at 16,417 and closed at 16,640 on 2/26. The S&P 500 started the week at 1,924 and closed at 1,948. The NASDAQ started the week at 4,548 and closed at 4,590.

Bond Prices Relax as Stocks and Oil Climb
Better-than-expected gross domestic product (GDP) data released on Friday sent stock and oil prices higher, causing the demand for safe-haven government bonds to lessen.
The 10-year treasury yield, which moves inversely to bond prices, reached session highs after the announcement. The 10-year note increased five basis points from Thursday when it closed at 1.70%.
"This is good news all around. Markets tend not to like rate hikes but when they're connected with economic growth that's a good [thing]," said Douglas Cote, chief market strategist at Voya Investment Management.
The GDP data released on Friday revised last month's initial report of a 0.7% annual increase to an increase of 1.0%. This data came as a surprise to investors who were expecting a downward revision to around 0.4%. The economy grew at a rate of 2.0% in the third quarter.
"We got some pretty surprising GDP data, an upward revision, and not too many people had pegged that," said Thomas Simons, a money market economist at Jefferies LLC in New York. "The pessimism that characterized all of January and the beginning of February is beginning to wear off a little bit."
On a personal level, income and spending for January rose 0.5%. Additionally, the Fed's preferred measure of inflation, the core personal consumption expenditures price index, rose 1.7% in the 12 months through January, the largest increase since July 2014. The numbers indicate inflation is picking up speed and that conditions are ripe for the Fed to issue an interest rate hike later this year.
The 10-year Treasury note yield finished the week of 2/22 at 1.76% while the 30-year Treasury note yield was 2.64%.

CDs and Mortgages - Mortgage Rates Down Again
Mortgage Rates Down Again
Freddie Mac released its latest Primary Mortgage Market Survey (PMMS) on Thursday, February 25. Interest rates have reached their lowest point in 55 weeks.
The 30-year fixed rate mortgage averaged 3.62% this week. This is down from last week's average of 3.65%. This time last year, the 30-year fixed rate mortgage averaged 3.80%.
This week, the 15-year fixed rate mortgage averaged 2.93%. This is down from last week's average of 2.95%. The 15-year fixed rate mortgage averaged 3.07% during the same period last year.
"Yields on the 10-year Treasury continued their downward trend this week after a small rally the previous two weeks," said Sean Becketti, Chief Economist at Freddie Mac. "The 30-year mortgage responded, falling 3 basis points to 3.62%. Since the beginning of 2016, 30-year rates have fallen almost 40 basis points helping housing markets sustain their momentum into this year. Earlier this week, the National Association of Realtors announced existing home-sales were up 4% month-over-month in January and up 11% from last year."
The money market fund finished the week of 2/22 at 0.3%. The 1-year CD finished at 0.6%.

Cyclone Winston slams Fiji
The Southern Hemisphere’s strongest storm in recorded history smashed the islands of Fiji over the weekend. Cyclone Winston, a Category 5 storm, hit the islands with estimated sustained winds of nearly 300 kilometers per hour (185 miles per hour). There are nearly 50 Churches of the Nazarene in Fiji. The Southern Hemisphere’s strongest storm in recorded history smashed the islands of Fiji over the weekend. Cyclone Winston, a Category 5 storm, hit the islands with estimated sustained winds of nearly 300 kilometers per hour (185 miles per hour). Most of Fiji remains without power, and The New Zealand Herald reported at least 42 people died and four are still missing.
According to Weather Underground, only 190-mph Super Typhoon Haiyan has been rated stronger in world history. Haiyan hit the central Philippines in November 2013.
Melanesia South Pacific Field Strategy Coordinator Harmon Schmelzenbach met with several Nazarene pastors at the Fiji District Headquarters Tuesday.
"The last 24 hours have been filled with meetings with our Nazarene leaders on the ground in Fiji," he said. "The meetings have included many hours of listening to report after report not only of damage done, but harrowing stories of heroes, survival, tragedy, and loss. My conclusion at this point is that it seems that the more southern part of this main island is wind torn and shaken, but really doing quite well even though much of it will probably still be without electricity for quite some time.
"On the other hand, the north of this island and many of the outer islands are a very different story. Very bad. I have been able to get a few photos from our Nazarene pastors, showing their families and the debris that once represented their homes.
"Because of the faithfulness of Nazarenes in giving to Nazarene Compassionate Ministries in the past, the international Church of the Nazarene has been able to begin bringing tangible help as of today."
Kafoa Muaror
Kafoa Muaror, lifetime Fiji resident and superintendent of the Fiji District, said his family watched the Sunday morning sun rise across a “war zone” following a night of winds “like they’ve never ever seen before.” The Muaror family made it through the night unharmed.
The Church of the Nazarene began ministering in Fiji in 1995, and there are now more than 1,600 members and 49 churches.
CARE Australia reported the storm also caused severe damage to houses and crops in Tonga, another island nation that lies to the southeast of Fiji.

When their pastor fled because of death threats, a vibrant church in a secure area was left without a shepherd. Several lay people stepped forward to take leadership and hold the church together.

When their pastor fled because of death threats, a vibrant church in a secure area* was left without a shepherd. Several lay people stepped forward to take leadership and hold the church together.
One of those is a young business man, Thomas (actual name withheld), who has faced traumatic experiences and severe pressures from opponents in their society, yet persevered alongside his wife and two children. This entrepreneur filled the role of pastor for several years.
Now the church is receiving a new pastor, James (actual name withheld). If not for a life-changing dream, James may not be the pastor today.
In February, the field strategy coordinator (FSC) visited the Nazarene congregations in this difficult area to encourage them and to issue licenses to Thomas and James to officially serve as pastors.
“We were humbled to see their dedication for the Lord and their support for the ministry,” the FSC said. “Thomas brought a group of young leaders from the church in [the city] to join for the teaching and church opening. I preached three nights in the church, including one service in which we officially reopened the church. It was packed and many pastors from different denominations joined us. It was such an amazing support. I gave the ministry license for Thomas and James and prayed for them.”
During the morning, the FSC and his wife gave discipleship training, finding the people are very hungry and humble to the Word of God.
When asked about his call, James told them that after his pastor was forced to leave for his own safety, James thought that he would leave, too, like many from the church, including almost all the leaders except him and his brother. The church doors were closed because it was built on the roof of the former pastor’s house. The congregation still left started to meet in another hall.
James started to sell his furniture. Yet, every time he was ready to leave, his wife got sick and the doctors could not diagnose the problem.
Then he had a dream. In his dream, his father appeared like a shepherd with sheep around him. Between James and his father, there was a river. In his dream, his father called him “James, can you cross the river and come to me?” James said yes, so he did. His father gave him the shepherd rod and told him to care for the sheep. James looked up to the top of the mountain and saw there a man dressed in white who greeted him. Then the dream was over.
James knew what God was asking him to do, so he went to the Nazarene congregation. They asked him, “Who will take care of us?” He said, “I don’t know. Maybe another pastor.” But they told him, “We want you to lead us.” This was a confirmation from God for him to stay.
James reopened the church and contacted the FSC asking for funds to buy supplies — James is a carpenter and he wanted to build a new church with his own hands.
People started to attend again. One university teacher, with his wife, said, “We wanted to leave the country after everyone left from the church, but now we will pray and ask what God wants from us.”
Prayer is requested for James, his wife, and their young son, as well as for Thomas, his family, and this congregation.
“Please give thanks to the Lord: Even though the spirit of fear from extremist groups is strong there, after the successful opening of the church we felt that God will protect the city and build His church in Jesus’ name,” the FSC said.

The Church of the Nazarene is now registered in Singapore. This official government recognition opens the door for the continued development of the denomination there.
The announcement that the Registry of Societies had approved in principle the application for registration was made February 7 during the “House of Bread” gathering. The news was received with great thanksgiving.
Asia-Pacific Regional Director Mark Louw was present during the announcement.
“It is with great joy that I celebrate with the House of Bread the news that the Church of the Nazarene has now officially been registered in the Republic of Singapore," he said. "After months of consultation with colleagues, lawyers, and the governmental department involved, along with countless hours of prayer and anticipation, we finally got to celebrate that which the Lord has done. I’m deeply appreciative of the foundation laid through the ministry of the House of Bread and all those in Singapore who have worked so diligently to see the registration completed. As a result of the ministry of many and the leadership of Dave and Kim Hane since 2009, a solid nucleus of excited disciples already exist to lead and guide the church in ways that will address specific areas of need in this great nation. Great days lie ahead for the Church of the Nazarene, Singapore, as we worship our Lord in spirit and in truth, seeking and dispensing His grace according to His leading.”
Pastor Shireen Elliott has been tasked with taking the church in Singapore to the next stage of development. Shireen and her husband, Collin, moved to Singapore from South Africa in 2015.

For the past few weeks, things at the Nazarene Hospital at Kudjip, Papua New Guinea, have been a bit gloomy. Some of the gloom has been due to the rain, power outages, wet shoes, and darker days, but a lot of the gloom has been because the hospital received confirmation that our budget for the year was going to be 40 percent less than we received from the Papua New Guinea government in 2015.
A 40 percent reduction in our budget isn't something that we can easily make up from other areas. As we have shared ideas for how to continue offering the same medical services as in prior years, every idea has a downside.
We could cut our staff by 40 percent and then cut our services by 40 percent, but how do we serve the people of Jiwaka who need our help?
We could raise fees enough to make up the difference, but how do we serve the poor, the hurting, the ones our hospital always tries to make allowances for?
We could cut our staff salaries, but how will we retain staff when they can find another job where they would get paid more than we can afford to pay them?
We can decrease our spending, but what do we do when the government runs out of medicines or supplies? Will we choose not to buy life-saving medicine?
After lots of emails, discussions, meetings and prayer, we choose to do a little bit of everything. We increased fees, decreased spending, cut staff by not replacing those who leave, and cut salaries by not raising them to the government level for 2016. We made a plan and have ideas of what steps 4 through 6 would be if we still need to do more as we re-evaluate our budget and finances each month to make sure we are not overspending.

Two new youth ministry academies began in Cuba this month. The academies offer bachelor's degrees in youth ministry through an agreement with the Nazarene Seminary of the Americas.
Thirty-eight youth leaders seeking excellence in their service to the youth and adolescents in their care will be trained through the academies.
“We firmly believe that this is the time when Cuba will have a historical reference, where the present and future church is rising to win their generation to live a godly and dynamic life in Christ that will last a lifetime in the Church of the Nazarene," said Odily Diaz, administrator of the Youth Ministry Academy. "Please join the regional Nazarene Youth International council by praying for this project and for God’s provision of printed modules, two batches of bibliographic books, and provision of food during the weeks of study in the next 13 months.”

Since September 1, 2009, the Church of the Nazarene's Global Ministry Center (GMC) proudly flies a flag each week of one of the many nations in which the denomination is present in ministry. Leaders were invited to send a national flag to be flown at the GMC alongside the flag of the United States*. The national flags rotate weekly, and photos of them raised are sent to the church leaders of that country.

The Church of the Nazarene officially entered Liberia in 1990.
Liberia had a population of 4,195,666 in 2015. That same year, Liberia reported 115 Churches of the Nazarene, 78 of which had been officially organized. Liberia has 12,233 total members.

Southeast Asia Field Strategy Coordinator David Phillips has been declared cancer-free and approved to return to work.

Southeast Asia Field Strategy Coordinator David Phillips has been declared cancer-free and approved to return to work.
Phillips shared the following update on his Facebook page last week:
"Good news! The CT scan is clear! I am done with chemo and there is no evidence of cancer. Thank you all for praying and for keeping up with us!
"I will have some lingering numbness for about 1 to 2 months but that should be declining now on a weekly basis.
"I also need to start exercising on a regular basis to rebuild my physical strength."
Phillips was diagnosed with Stage-3 colon cancer in July. Following surgery, he underwent several months of chemotherapy.
The Global Mission Medical Committee recommended Phillips' return to active status February 22. Collin Elliott has served as interim field strategy coordinator since August.

Cindy Schmelzenbach will become the Asia-Pacific Region’s first regional member care coordinator March 1.

Cindy Schmelzenbach will become the Asia-Pacific Region’s first regional member care coordinator March 1. Cindy, wife of Melanesia South Pacific Field Strategy Coordinator Harmon Schmelzenbach, currently serves as personnel and member care & development coordinator for the Church of the Nazarene's Melanesia South Pacific Field.
Member care is "the ongoing preparation, equipping, and empowering of mission personnel for effective and sustainable life, ministry, and work,” according to the Global Member Care Network. It is also one of the nine regional priorities that helps the Asia-Pacific Region organize activities.
The region includes six fields and 175 employed and volunteer missionary personnel.
“I am honestly very energized in thinking of the opportunity to serve in this role," Cindy said. "It is truly a privilege to serve on the Asia-Pacific team."
Marty Hoskins, personnel coordinator for Global Mission, expressed his full support of this development.
“I’m excited that Cindy has accepted this new role of member care coordinator for the Asia-Pacific Region,” he said. “Cindy brings expertise because of her training and experience, but more than that she brings a passion for developing and caring for people, especially those called to serve as missionaries. Not only is this a first for Asia-Pacific but the first for any of our Global Mission regions. We look forward to working with Cindy as we help each of our regions develop and implement member care.”
One of Cindy's first tasks is coordinating a March meeting of field member care coordinators, to be held in Manila, Philippines. She has also begun writing a series of monthly articles that will be posted on the Asia-Pacific regional website.[Church of the Nazarene Asia-Pacific Region]

Former missionary Carol Kratz Bennett remembered
Carol (Gregory) Kratz Bennett, 89, passed away January 29. She and her husband, Jim, served as missionaries for the Church of the Nazarene in Brazil for 28 years.

Former Church of the Nazarene missionary Carol (Gregory) Kratz Bennett passed away January 29 in Bethany, Oklahoma, where she had been residing for the past nine years. She was 89.
She was born in Portland, Oregon, December 13, 1926, to Robert and Wilma Gregory.
Carol was preceded in death by her husband of 44 years, James Elden "Jim" Kratz and their two adopted sons, Melvin Leroy Kratz and Rayburn Dean Kratz. Carol and Jim served as career missionaries for the Church of the Nazarene in Brazil for 28 years before retiring in 1988.
In 1993, Carol married Merril S. Bennett, a retired career missionary in the Church of the Nazarene who served in Japan. They were married for nine years before Merril passed away in 2003.
Carol is survived by her son "James" Eldon Kratz and his wife, Kay (Neuenschwander) Kratz; grandchildren Jonathan (Erin) Kratz of Tulsa, Oklahoma, David (Jeanne) Kratz of Oklahoma City, Oklahoma, and Kayla Kratz of Irvine, California, and five great-grandchildren, Sarah, Hannah, Nathan, Dylan, and Bryn Kratz.
Eldon and Kay also served for 22 years as missionaries to Brazil and currently are the senior pastors at Upland, California, First Church of the Nazarene.
A memorial service for Carol will be held at 10 a.m. March 19 at Bethany First Church of the Nazarene, 6789 NE 39th Expressway, Bethany, OK 73008. Burial will be at Williamette National Cemetery in Portland, Oregon.[NCN News submissions]

ENC announces partnership with Quincy College
Quincy College students who earn an associate’s degree are now able to continue their studies at Eastern Nazarene College, earning a bachelor’s degree in management through a new partnership between the two colleges.

Quincy College students who earn an associate’s degree are now able to continue their studies at Eastern Nazarene College, earning a bachelor’s degree in management through a new partnership between the two colleges.
Through a new articulation agreement between the two colleges, Quincy College graduates will be able to make a seamless transition into ENC’s Bachelor of Arts in Management program. Students will be accepted on a rolling basis into the 30-month program, which follows a cohort model whereby classes meet once a week for six weeks. The first cohort through the partnership with Quincy College begins April 4 at ENC’s Old Colony Campus. A cohort based at Quincy College’s Plymouth Campus will begin in the fall.
The partnership developed after both institutions recognized a local need for higher education programs that would enable associate’s degree graduates who live on the South Shore to continue their education locally.
“Eastern Nazarene College is very excited about our new partnership with Quincy College,” said Jossie Owens, vice president for ENC’s Adult and Graduate Studies Division. “Our joint partnership will further enhance our students’ local community experiences and at the same time broaden their academic and social development in preparing them to be global change agents.”
Mary Burke, Quincy College’s vice president of Academic and Administrative Affairs and dean of the Plymouth Campus, is also looking forward to the partnership.
“Quincy College is happy to partner with Eastern Nazarene, providing a pathway to success for our students to pursue a bachelor’s degree in management," she said. "We are dedicated to providing the highest quality of education, enabling Quincy College students to reach their academic and professional goals, allowing them to remain on the South Shore to continue their education and invest in their future locally.”

Orville Clark, 79, of Hendersonville, Tennessee, passed away February 13. He was a lifelong Church of the Nazarene member. He is survived by his wife, Louise (Bailey) Clark.
Claud Luff, 93, of Evansville, Indiana, passed away February 21. He was a retired minister, serving in Indiana. He is survived by his wife, Virginia Jackson-Luff.
Berge Najarian, 91, of Ellenton, Florida, passed away February 19. He was a retired minister and missionary, serving in Florida, Lebanon, Jordan, Israel, Antigua, Grenada, and Zambia. "The people were distraught," said a team member in Malawi. "Heavy rain brought floods leaving many people dead and others homeless. They lost everything — food, clothing, farm animals, blankets … We visited a camp of 3,900 people, where the homeless gathered, to offer help and hope through Christ. We showed the film for three days. It was a source of excitement and encouragement to the downcast. Many people surrendered their lives to the Lord."

“The Lord touched me in my own home,” said a viewer in Nicaragua. “I ran from the Lord in fear. My family talked with me about Christ and invited me to church. I always had an excuse. Audrey Riggins, the 17-month-old daughter of Philippines missionaries Scot and Jill Riggins, had an echocardiogram that revealed a small patent ductus arteriosus and a slightly enlarged left side of the heart. The procedure to correct the PDA will take place March 8.
Lindsay Sidle
Lindsay Sidle, daughter of Zambia missionaries Gary and Penny Sidle, will have surgery after suffering severe abdominal pain. Lindsay is a student at Mount Vernon Nazarene University in Ohio. She hopes to return to school in March.
