Schaefer Appeal Decision The highest court in The United Methodist Church has ruled in Decision 1270 to uphold the reinstatement of Rev. Frank Schaefer.  Bishop Carcaño comments, "I rejoice in the decision of the Judicial Council in the case of Rev.
