At a White House ceremony today, President Barack Obama will sign into law the Workforce Innovation and Opportunity Act (WIOA), a bipartisan, bicameral deal to improve the nation's workforce development system. The bill, which passed the House and the Senate with overwhelming bipartisan support, modernizes and improves existing federal workforce development programs, including for people with disabilities. WIOA represents a compromise between the SKILLS Act (H.R. 803), which passed the House of Representatives in March of 2013 with bipartisan support, and the Workforce Investment Act of 2013 (S. 1356), which passed 95-3.
