Jesus is Lord
General Superintendent David A. Busic delivered the Board of General Superintendents’ Quadrennial Address 26 June at the Church of the Nazarene’s 29th General Assembly.
Titled “Jesus is Lord,” the report revealed statistical summaries for the general church and its six world regions. Busic celebrated the church’s growth in membership, churches, and diversity in the last four years.
Looking ahead to the next quadrennium, Busic asked “Can we become a movement again?”
He continued:
We are living in unprecedented times. There are seismic cultural shifts affecting every continent on earth. In just two decades we have seen the shift from industrial to information – from Gutenberg to Google; from rural to urban; from modern thinking to post-modern thinking. It is a hinge of history that our grandparents and those before them could never have imagined. We will not return to what once was.
Whether we are comfortable with it or not, we find ourselves in a pivotal time for Christianity. We are in mostly uncharted waters. We appreciate the legacy of John Wesley, but Wesley alone will not do. We are grateful for the vision of Phineas Bresee, but Bresee alone will not do. We have to go back to the first Nazarene. We have to go back to Jesus. He is our calibration point. We correspond to Him. We realign to Him. We must re-Jesus the church. Too much is at stake for anything less.
The seed of the future is in the womb of the present (Alan Hirsch). Not every seed will become a forest, but it can be. Not every spark will become a forest fire, but it can be. The potential is in the seed and the spark. And so it is for the Church of the Nazarene. The seeds of our future are in the womb of the present. The spark of a raging fire is in the soul of the church.
The year was 1944. World War II was raging. In one of the most precarious and uncertain times of the twentieth century, General Superintendent J. B. Chapman spoke these words to the General Assembly: “As a people, we love fire and cannot be content with smoke … Our church is a mechanism that can stand only while it moves forward. To stop is to fall… More self-preservation will mean stagnation for us. Our hope is in aggression. Our church is a force for which the whole world is a field.”
This kind of movement thinking will require a radical discipleship at every level of the church. It will require us to make mission our organizing principle. It will require us to change whatever keeps us from being fully surrendered to the will and purposes of God. It will require us to believe that Jesus really is Lord and to have the strength and courage to act on it.
Nazarene Essentials are helpful but not enough. Thankfully we have THE Nazarene essential – Jesus is Lord! And we are not afraid. We are radical optimists of the grace of God and “prisoners of hope” (Zechariah 9:12 NIV).
“To Him who sits on the throne and to the Lamb be praise and honor and glory and power for ever and ever!” (Revelation 5:13, NIV).

DR. JERRY D. PORTER
Dr. Porter was elected to the highest office in the denomination at the 24th General Assembly in San Antonio, Texas, in June 1997, while serving as superintendent for the Washington (DC) (now Mid-Atlantic) District of the Church of the Nazarene.
Porter was born in Oklahoma City, Oklahoma, to missionaries Dr. William and Mrs. Juanita Porter. He grew up on the mission field and became fluent in Spanish as his second language.
Jerry was called to preach at a young age. After completing his Bachelor of Arts degrees in religion and Spanish at Bethany Nazarene College (now Southern Nazarene University) and his marriage to Toni Dubs, the Porters accepted their first pastoral responsibilities in the Church of the Nazarene.
During his graduate program at Southern Nazarene University, Jerry travelled as secretary to E. Stanley Jones for almost four months and was marked for life by the teaching and preaching of the 87-year-old missionary and theologian. In 1972 Porter completed his Master of Arts degree in theology and went on to study at Nazarene Theological Seminary, Kansas City, Missouri, USA. In 1988 his alma mater (SNU) conferred on him an honorary Doctor of Divinity degree.
In 1974, while pastoring the Angleton Church of the Nazarene, on the Houston District, Porter was ordained an elder by General Superintendent Charles Strickland. Soon after his ordination, Jerry and Toni, with their two children, Amy Jo and William Britt, were commissioned as missionaries to the Dominican Republic, where they participated in launching the Church of the Nazarene in that Caribbean nation. Forever missionaries at heart, the Porters have since served, lived, and dreamed missions in the United States, Dominican Republic, and Costa Rica.
Dr. Porter has excelled as a mentor and leader particularly in church planting, church growth and development, and theological education, believing in people and allowing them to flourish and reach their God-given potential. He pioneered theological education by extension for the denomination with excellent results in Latin America, and it has had a positive influence on the Nazarene educational system worldwide. Today, at all levels of leadership in the denomination, there are individuals who were trained and mentored by Jerry Porter. Jerry’s passion for discipleship will be remembered by his challenging question “Who discipled you, and who are you discipling?”
The Porters have served as pastors and missionaries, as rector of the Nazarene Seminary of the Americas, as director for the Mexico/ Central America Region, as superintendent for the Mid-Atlantic District, and for twenty years as a general superintendent. Jerry has been a member of several boards and has contributed to numerous publications. His wife, Toni, is a leader and frequent speaker at women’s retreats. She is an advocate for child sponsorship and has taught spiritual formation classes at a number of colleges and seminaries.
In 1995, after a courageous battle with cancer, their beautiful daughter, Amy Jo, preceded them to heaven. Their son, Bill and daughter-in-law, Kristen, have given them two grandsons, Ben and Nate. The Porters’ hobbies are playing with their two grandsons and walking on the beach. We celebrate Dr. Jerry Porter’s life and ministry over many years, his contribution and influence as a general superintendent in the Church of the Nazarene, and the exemplary way he has lived out the mission of Making Christlike Disciples in the Nations. DR. J. K. WARRICK
for his 52 years of Spirit-anointed service to Christ and the church, and with deep appreciation for his 12 years as a general superintendent in the global Church of the Nazarene. We celebrate his love of his Lord, his family, and his church, and honor his heart for the holiness message, Church planting, evangelism, world missions, discipleship, and compassionate ministries.
Born in Caddo, Oklahoma, on 18 November 1945, Johnny Ken Warrick grew up in Oklahoma, West Texas, and California. He gave his life to Christ as a child and quickly answered God’s call on his life. By age 16, with the encouragement of Pastor James Robertson, he began to preach.
In May of 1965, the Southeast Oklahoma District granted J. K. his first district minister’s license while he was still a student at Bethany Nazarene College (now Southern Nazarene University). It was at Bethany he met two people who would greatly impact his life. Dr. Donald Metz whose advice, encouragement, and wisdom helped to shape his ministry and focus; and Delores Jean “Patty” Ouzts, who he married in August 1967, just one month before beginning their first pastorate in Caddo, Oklahoma.
J. K. graduated from Trinity Bible College in Indiana, where he earned a Bachelor of Arts degree. He is an alumnus of Wesley Biblical Seminary, and in 1994 he was honored by Southern Nazarene University with a Doctorate of Divinity for his service to Christ and the Church of the Nazarene. He has served on the Boards of Trustees at Mount Vernon Nazarene University and MidAmerica Nazarene University and on several district boards and committees in the church. In May of this year, in recognition of his ongoing passion and effort to involve young people in the mission of God, MidAmerica Nazarene University awarded him with a second Doctorate of Divinity.
He was chosen for the highest elected office in the Church of the Nazarene at the Twenty-sixth General Assembly in Indianapolis, Indiana, in June 2005, after serving for 38 years as a pastor in Oklahoma, Texas, Florida, Ohio, Indiana, and Kansas. A hallmark of his ministry has been the encouragement of God’s people to find a place of service in the church and community, and equipping pastors and laypersons to be missional leaders.
Dr. Warrick will be remembered for his numerous initiatives to foster greater involvement of the laity in ministry and service. Growth groups, prayer cells, church plants, creative compassionate ministry enterprises have all been part of God’s calling on his life. He has recently championed efforts challenging college students to intentionally select career opportunities in areas where they can become part of new church plants. This has resulted in connecting district leaders and church planters with enthusiastic young people committed engaging their culture for Christ.
No tribute to J. K. would be complete without mentioning Patty’s faithful contribution and supportive partnership in ministry. Through her interest in Bible studies, women’s ministry, and her devotion to discipling new believers, Patty has added special value to each of J. K.’s assignments.
The Warricks have two grown children and seven grandchildren. Their son, Brad and his wife, Jill; as well as their daughter Jill, and her husband Chad, all live in the Kansas City area. Having the grandchildren close is one of the special blessings they enjoy.
J. K.’s anointed preaching, passionate defense of the Holiness message, and fruitful service to Christ and the kingdom of God, have impacted countless lives. We salute Dr. Warrick with gratitude and sincere appreciation for his faithful service as a minister of the gospel and his contributions as a general superintendent in the Church of the Nazarene. - Voted to reconsider JUD-813, Article 10, “Christian Holiness and Entire Sanctification,” which failed to reach a two-thirds vote Monday. After further discussion, another vote was taken and JUD-813 was referred to the Board of General Superintendents for further study.
- Authorized a study group to study the Manual’s ritual on infant baptism. The resolution gives the BGS the flexibility to either raise a special committee or to assign it to the Theological Study Committee.
- Revised the ritual for the baptism of believers to include the statement that the sacrament signifies “participation by faith in the death and resurrection of Jesus Christ and incorporation into His Body, the Church. It is a means of grace proclaiming Jesus Christ as Lord and Savior.” This harmonizes language in the ritual with changes ordered yesterday to the Article of Faith on baptism. (JUD-828)
- Deleted paragraph 800.4 from the Manual. The paragraph was a special ritual for the dedication of the infant of a single parent. It was believed that a separate ritual for this situation was not necessary.
- Approved changes to the ritual for receiving new members. The original resolution would have made baptism a condition of church membership but failed in committee before it came before the Assembly. (JUD-830)
- Revised the wording in the ritual for the Lord’s Supper to harmonize with changes made Monday to the corresponding article of faith. (JUD-831)
- Adopted changes to Manual paragraph 803, “Matrimony.” (JUD-832)
- Added three new paragraphs to the Manual pertaining to conflict resolution and reconciliation in the church. The paragraphs recognize that conflict is a part of life, including life in the church. It urges an informal process of resolving conflict before formal processes begin. (JUD-835)
- Adopted changes to Manual paragraph 305.2 that removes the language that allows the Assembly to elect as many general superintendents “as it deems necessary” to “six general superintendents.” (GA-317)
- Designated Sharpe Memorial Church of the Nazarene (“Old Stone Church”) in Manzini, Swaziland, as one the Church of the Nazarene’s historic landmarks. The church is named for Rev. George Sharpe, regional superintendent for Africa in the 1920s. (CP-101)
- Added a new paragraph to the Manual that is a mission statement for Nazarene Publishing House. The paragraph states that the church “entrusts Nazarene Publishing House” to “protect and manage the media assets utilized by the Church of the Nazarene and its affiliates.” (CP-102)
- Overwhelmingly (97%) adopted a comprehensive statement on “Human Sexuality,” replacing a series of position statements with an extended and carefully crafted text grounded in theological ethics. The action taken also deleted Manual paragraphs 30-30.4. (CA-701)
- Provided for church board meetings, including votes, to be conducted using digital technology. (LA-405)
- Considered LA-411, which sought to permit all church meetings via telephone conference or other electronic media, so long as all have the opportunity to communicate and participate, and referred it to the BGS for further study. (LA-411)
- Voted to retain Manual paragraph 903.2, “Discrimination.” The Manual’s statements on moral and social issues in the 903 section are automatically re-examined every 12 years.
- Referred MED-517 to the BGS for further consideration.

On Monday, the 29th General Assembly of the Church of the Nazarene took the following actions:

- Agreed to elect six general superintendents for the next quadrennium.
- Re-elected incumbent general superintendents Eugénio R. Duarte, David W. Graves, David A. Busic, and Gustavo A. Crocker to serve for the next quadrennium.
- Accepted the vote for general superintendents taken Saturday in regional caucuses as Ballot No. 1 for electing two new general superintendents to join the incumbents.
- On the first ballot, the top vote-getters were Carla Sunberg, 176 votes; Filimao Chambo, 167 votes; Christian Sarmiento, 87 votes; Scott Daniels, 57 votes; Bob Broadbooks, 54 votes, and Carlos Saenz, 52 votes.
- Honored the service of General Superintendent Jerry D. Porter and bestowed upon him the title of general superintendent emeritus. Porter served in the office of general superintendent for 20 years. He was elected in 1997 at the General Assembly in San Antonio, Texas, USA. Eligible to serve a fifth term, Porter chose to step away from the Board of General Superintendents and concentrate on other ministries. A son of the Nazarene mission field, he also served his church in the roles of pastor, missionary, regional director, and district superintendent. (SR-750)
- Honored the service of J. K. Warrick and bestowed upon him the title of general superintendent emeritus upon his retirement from the BGS. Warrick was elected to the office of general superintendent by the 2005 General Assembly in Indianapolis, Indiana, USA, and served in that capacity for 12 years. Previously, he was a pastor in the southwestern U.S., Indianapolis, and subsequently of College Church of the Nazarene in Olathe, Kansas, USA. (SR-751)
- Voted to suspend the rules and take a straight up-or-down vote on legislation that had been processed by the theological study committee that met during the past quadrennium.
- Modified the Article of Faith 12, “Baptism.” The new language emphasizes that baptism not only signifies “acceptance of the benefits of the atonement,” but also includes “incorporation into the Body of Christ.” The new language underscores that baptism is a means of grace. Passed by a show of hands.
- Modified Article of Faith 13, “The Lord’s Supper.” The new language includes the statement that “The Lord’s Supper is a means of grace in which Christ is present by the Spirit.” It also states that “those who have faith in Christ and love the saints are invited by Christ to participate as often as possible.” (JUD-802)
- Accepted changes to Article of Faith 7, “Prevenient Grace.” (JUD-810).
- Accepted changes to Article of Faith 8, “Repentance,” that emphasize that it is “a sincere and thorough change of the mind in regard to sin” and “is demanded of all who have by act or purpose become sinners against God.” (JUD-811)
- Rejected a re-write of Article 10, “Christian Holiness and Entire Sanctification” (JUD-813), that was unanimously approved in committee (20/0) and had the support of the Board of General Superintendents. The proposed change garnered a majority of votes cast but failed to win two-thirds of the votes cast.
- Authorized a study committee to study Article of Faith 16, “Resurrection, Judgment, and Destiny.” The resolution left it to the BGS to decide whether or not to assign it to the Articles of Faith Study Committee or to raise a special committee for the purpose.

As a result of global Nazarenes’ generosity at the 2017 General Assembly, more than US$100,000 will be donated to Nazarene Compassionate Ministries for refugee support.
Offerings were received during each of the event’s five worship services both online at Nazarene.org/give-ga and in person. Donations and pledges were also accepted during the plenary sessions. The goal for General Assembly was to receive at least $250,000. The Board of General Superintendents stated anything over that goal would be given to NCM.
The total amount raised as of Tuesday evening was $365,172, helped in part by donors who agreed to match $50,000 if the assembly could top the event goal by $50,000. Observers at the Assembly plenaries also offered pledges. The BGS was elated to announce more than $100,000 would be given to refugee support through NCM.
Nazarene Compassionate Ministries works through local Nazarene churches in the Middle East and Europe to assist refugees by providing food and household supplies, as well as medical care, help with resettlement, relational support, children’s education, English classes, and additional aid. Retired clergy honored in Indy
General Superintendent David A. Busic chats with retirees at the USA Retired Clergy Recognition Reception.
More than 300 retired USA ministers and spouses were honored for their service to Christ and His Church Friday evening at the Indiana Convention Center. The group collectively represented nearly 5,000 years of ministry in the Church of the Nazarene.
“Today’s church owes a debt of gratitude to these men and women who served so faithfully,” said Don Walter, Pensions and Benefits USA director. “It is encouraging to know that others continue to build upon the foundations they laid to carry Christ to new generations.”
The USA Retired Clergy Recognition Reception was sponsored by Pensions and Benefits USA, which first began hosting the events at general assemblies in 1972.

General Superintendent David A. Busic chats with retirees at the USA Retired Clergy Recognition Reception.
More than 300 retired USA ministers and spouses were honored for their service to Christ and His Church Friday evening at the Indiana Convention Center. The group collectively represented nearly 5,000 years of ministry in the Church of the Nazarene.
“Today’s church owes a debt of gratitude to these men and women who served so faithfully,” said Don Walter, Pensions and Benefits USA director. “It is encouraging to know that others continue to build upon the foundations they laid to carry Christ to new generations.”
The USA Retired Clergy Recognition Reception was sponsored by Pensions and Benefits USA, which first began hosting the events at general assemblies in 1972.

GA 2017 appThe 2017 General Assembly app is now available on iOS and Android devices.
The app includes several features to help attendees keep track of event activities, including a daily schedule and a map of the Indiana Convention Center.
Attendees can filter events or use the search feature to look for specific activities. The schedule section also includes the option to star activities. There are optional reminders for starred events, which are then added to the “Favorites and Notes” section for easy access.
While an account is not required to use the app, attendees can create an account to connect with others at the event.
Additional app features include a General Assembly news section, access to online giving, and a link to the live stream.
